Renamed the Osmond Improvement & Service District in 2024, the district was formed in 2019 as the Happy Valley Water Improvement District and subsequently acquired ownership of the water infrastructure and water rights. In 2024 the Happy Valley Water Improvement District regionalized with the Osmond Pipeline Company. In 2025 Happy Valley users were connected to the upgrading replacement piping served by the Osmond Spring. The Watercress springs formerly serving the Happy Valley water system were taken out of service with regards to drinking water. EPA recently notified us that the former Happy Valley system is no longer under EPA oversight.
